PawPoints was created to encourage responsible pet ownership by making positive actions easier to understand, participate in, and sustain. Through a simple rewards-based system, residents can earn points for actions such as pet registration, vaccination, responsible pet care, and adoption.
The project also aims to support existing barangay and city animal welfare efforts by encouraging more residents to participate in the programs and responsibilities that are already in place.
We envision a Baguio where responsible pet ownership becomes easier to practice and more common in everyday life. People should not have to feel confused about where to register their pets, how to keep vaccinations updated, or how to take part in adoption. PawPoints aims to make these responsibilities easier to understand by bringing clear guidance, simple steps, and positive incentives into one accessible platform.
We also recognize that in many Filipino communities, people are more likely to participate when the process is simple, practical, and worth their time. PawPoints is not meant to replace the work already being done by barangays, CVAO, animal welfare groups, and other community partners. Instead, we hope it can help more residents take part in the systems that already exist and make that participation easier to sustain.
In the long term, we envision a community where more pets are registered, vaccinated, responsibly cared for, and given opportunities for adoption; where responsible ownership becomes a shared habit rather than an occasional action; and where residents and local institutions can work together more smoothly to improve animal welfare in Baguio.

At the same time, PawPoints is designed to work with existing barangay, CVAO, and animal welfare systems rather than create a separate process. By making participation more organized and accessible for residents, we hope to help strengthen the programs and services that are already in place.
1. Take a Responsible Action
Register or vaccinate your pet, practice responsible pet care, or participate in adoption.
2. Submit & Verify
Upload a clear record such as a registration certificate, vaccination card, or adoption document so the action can be confirmed.
3. Earn PawPoints
Once the action is verified, you receive points based on the type of responsible action completed.
4. Redeem Meaningful Rewards
Save your PawPoints and exchange them for available discounts, services, or other rewards from participating community partners.
We chose PawPoints because many of the responsibilities we want to encourage already exist. Pet owners are already expected to register and vaccinate their pets, care for them properly, and consider adoption responsibly. The challenge is that these actions are not always easy to follow through with consistently.
PawPoints is our way of trying to making those responsibilities feel more approachable and worth participating in. By giving people clear guidance and simple rewards for verified responsible actions, we hope to encourage more people to take part — not because they are being forced to, but because the process feels easier, more visible, and more meaningful.

Responsible pet ownership is not only encouraged—it is required by law. Under the Anti-Rabies Act of 2007 (RA 9482), dog owners are required to have their dogs regularly vaccinated against rabies, register them, keep proper vaccination records, and prevent them from roaming freely. Baguio City also has its own local rules. Under City Ordinance No. 60, series of 2020, dogs three months old and above must be registered with the City Veterinary and Agriculture Office or through barangay mass registration, with microchipping used as part of the city’s registration system. The challenge is that having rules does not automatically mean everyone understands them, follows them consistently, or knows where to begin. PawPoints matters because it tries to make these existing responsibilities easier to understand and more motivating to complete.
By encouraging registration, vaccination, responsible care, and adoption through one accessible and rewarding platform, PawPoints can help residents participate more actively while also supporting the work that barangays, CVAO, and other animal welfare partners are already doing.
Our next step is to focus on South Central Aurora Hill as a pilot community. Before launching, we want to better understand the area by looking at the estimated number of dogs and cats, current pet registration and vaccination participation, and the existing ordinances and procedures that PawPoints should follow.
We also plan to coordinate with CVAO, the barangay, and other relevant offices so PawPoints can support the systems that are already in place instead of creating a separate process. The pilot will help us see what works, what is difficult for residents or implementers, and what needs to be improved before considering expansion to other barangays.
